Electoral systems are central elements of democracies and have extensive consequences for the entire political system. Different types of electoral systems lead to various political outcomes. Electoral institutions structure other institutions like the party system as well as the behavior of political parties, members of parliament, and voters. Furthermore, there are factors that affect the design and shape of electoral systems.
In this course, we will examine the electoral systems and its changes as a whole. First, we will classify different electoral systems and discuss the related elements. In the following, we examine the mutual impact between electoral systems and party systems. Electoral systems shape the party system, while they determine the number of parties and the ideological positioning of each party. Simultaneously, parties can also modify the electoral system by the legislative process. Furthermore in this course introductions to multiple topics which refer to electoral systems (e.g. Political Participation, Representation of Women, and Corruption) are given.

Wahlsysteme sind Institutionen, die im Mittelpunkt der Demokratie stehen. Sie haben weitreichende politische und gesellschaftliche Konsequenzen und strukturieren sowohl das Parteiensystem als auch das Verhalten von Parteien, Parlamentariern und Wählern. Gleichzeitig existieren aber auch Faktoren, die zu einer bestimmten Ausgestaltung des Wahlsystems führen.
In diesem Seminar werden zunächst unterschiedliche Wahlsysteme klassifiziert. Im Anschluss wird auf den gegenseitigen Einfluss zwischen Wahlsystemen und Parteiensystemen eingegangen. Weiterhin werden Einführungen zu wahlsystemrelevanten Themen gegeben. |
